Mandatory from January 2025: Use of ARM 5 and CESMM4: Revised

The use of the Agreed Rules of Measurement, 5th edition (ARM 5) and the Civil Engineering Standard Method of Measurement 4th edition: Revised (CESMM4: Revised) is now mandatory when preparing Bills of Quantities on projects which enter CWMF Stage 1 from 1 January 2025.

The use of ARM 4 Supplement 1 is no longer required and the use of ARM 4 Supplement 2 is not permitted with ARM 5.

The current suite of permitted Standard Methods of Measurement for Public Works Contracts now includes:

  • The Agreed Rules of Measurement 5th Edition (ARM 5)
  • The Civil Engineering Standard Method of Measurement 4th Edition Revised (CESMM4: Revised)
  • The Transport Infrastructure Ireland (TII) Rules for Measurement and Pricing (RMP)

Guidance Note 1.5.3 has been updated to include reference to the now mandatory Standard Methods of Measurement (SMMs), and to provide amendments to CESMM4: Revised for use in Public Works Contracts.

QW1 Part 1 and QW2 Part 1 and the relevant forms of tender and schedules for the public works contracts have been amended to allow ARM 5 and CESMM4: Revised to be selected as the method of measurement used.
