The Central Statistics Office (CSO) recently rebased the indices used in the CWMF Price Variation Workbooks.
When filling out the Price Variation Workbooks, Contracting Authorities must ensure that all of the CSO data they enter has the correct Base Year. Data with differing Base Years cannot be combined. This will be Base : Year 2021 = 100 for the Wholesale Price Index and Base: Year 2023 = 100 for the Consumer Price Index.
As a result of the rebase, we have made minor amendments to our Price Variation Workbooks.
The following documents are affected:
- PV 1.1a – Price Variation Workbook PW-CF1-4
- PV 1.1b – Price Variation Workbook PW-CF5
- PV 1.1c – Price Variation Workbook PW-CF6
No new publication dates or version numbers have been issued to accompany these errata.

Separately, the ‘Price Variation Workbooks – Frequently Asked Questions’ document has also been updated to include instructions on how to deal with rebased Wholesale Price Index data. The document has been updated to version 2.0.
Contracting Authorities should ensure that they are issuing and seeking responses to the most up to date versions of all Capital Works Management Framework documents.
