Procurement Directives – open public consultation

The European Commission has launched an open public consultation aimed at the evaluation of the public procurement Directives. This includes Directive 2014/23/EU on the award of concession contracts, Directive 2014/24/EU on public procurement and Directive 2014/25/EU on procurement by entities operating in the water, energy, transport, and postal services sectors.

The evaluation will assess whether the rules established in 2014 are working as intended. Continue reading

Revised CESMM4 method becomes mandatory in CWMF in 2025

The Civil Engineering Standard Method of Measurement 4th edition (CESMM 4) Revised is to be used for the preparation of Bills of Quantities / Pricing Documents on civil engineering projects in lieu of CESMM 3 for civil engineering projects being undertaken under the Capital Works Management Framework. Updated tender templates for Consultants published

Today the Office of Government Procurement has published amended template documents for the procurement of Construction Technical Professionals or Contractors with design responsibility. Templates amended include Suitability Assessment Questionnaires (QC1 & QC2), SAQ Appendices, a new SAQ Supplemental Annex, and Instructions to Tenderers (ITT-S1a, 1b, 2a & 2b). Continue reading

New Collateral Warranties for Sub-Contractors and Sub-Consultants, and Arbitration Rules published

The OGP has published amended versions of Model Form 1.12- Collateral Warranty for Sub- Contractors (PW-CF1 to 5 inclusive), and Model Form 2.3- Collateral Warranty for Sub-Consultants. This follows the introduction of the Limitation of Liability into the Conditions of Contract for Main Consultants on 31 March 2023 and the Public Works Contract for Main Contractors on 17 July 2023.
